Getting the learners permit is both fun and tough at the same time.   Please read through the sections below to understand the rules, identification requirements and the overall process for getting your permit.

California residents who drive on public highways or in public parking facilities must have a California driver license. 

Residents : When you become a California resident or take a job and you want to drive in California, you must apply for a California driver license within 10 days.

Non-residents : If you are a visitor over 18 years old and hold a valid driver license from your home state or country, you may drive in California without getting a driver license as long as your home state license remains valid.

Minor Non-residents : If you are a visitor between 16 and 18 years old, you can drive with your home state license or instruction permit for only 10 days after arriving in California. After the 10 days, you must either get a California license or a Nonresident Minor’s Certificate.

You must be at least 18 years old to apply for learners permit. , you must clear a vision test, pass a traffic laws and road signs test, and pay the required fee to receive your learners permit.  You have to show that you understand the meaning of California traffic signs.  You will also have to show that you understand traffic instructions in English. Holders of out-of-state licenses are normally waived from taking a driving test as long as they clear the vision and knowledge test on traffic laws and road signs.  However, driving tests are required for any out-of-country license holders.

California DMV requires all applicants to pass a knowledge test with questions on California traffic laws, road signs, and rules of safe driving.  Even if you have prior driving experience, you will find it difficult to pass this written exam without thoroughly studying California traffic laws and road signs.

Establishing proper identity is very important part of getting your learners permit. Please have the following documents ready. For further information, please visit California DMV official website.

1. Birth Certificate issued by state or federal authority
2. US Passport/ Resident Alien Card / Valid Foreign Passport with a valid United States Immigration Document
3. Social Security Card
4. Proof of residence address, such as a bank statement, utility bill, or pay stub.
5. Payment for application fee
6. Applicants transferring an Out of State driver license must present their Out of State driver license, Social Security card (or one of the other acceptable documents for social security number) AND one other form from the “Primary Listing”.

After getting your permit, when you start learning driving, you must be accompanied by someone of at least 18 years of age, with a valid license, and have at least one year of driving experience for the same type or class of vehicle you are driving.   A certified driving instructor may also accompany you.  The person must be seated in the car on the passenger seat next to you.
